PA has $2B holiday gift for Eliot to use

"New York-area transit commuters will get a $4 billion windfall from the Port Authority - and half of it can be spent on whatever incoming Gov. Eliot Spitzer wants.
The gift to New Yorkers is in the PA's 10-year capital plan, which calls for spending $2 billion on a new commuter train tunnel between midtown and New Jersey.
But the surprise element was the $2 billion allotted to Spitzer for non-Port Authority projects."
