Spitzer has plan to boost economy Upstate business leaders say they are encouraged by new governor's overtures.

"ALBANY -- Gov.-elect Eliot Spitzer has rarely been compared to Richard Nixon, but one upstate business leader sees an apt analogy."This is like Nixon going to China,'' said Andrew Rudnick, president of the Buffalo Partnership, a business group, referring to the former president and hard-line anti- Communist who stunned the world by traveling to what was then known as "Red China" in 1972."Here you have a Democrat elected with an enormous mandate at the beginning of his first term who says he is dedicated to improving the state's business climate. He is in the strongest possible position he could be in.''Spitzer, who takes office New Year's Day, has said that reviving the economy of upstate, a region he famously compared to Appalachia, is among the most important tasks he faces.He says the state needs to cut taxes, lower other costs of doing business, improve the education system and worker training and build on existing advantages."
