Nassau County, with its population of 1.3 million and annual budget of $2.4 billion, is larger than many states. Stark, the first African-American woman to serve in this role, leads a 2300-person agency charged with collecting $18 billion in annual tax revenue, maintaining records for more than one million properties, conducting thousands of tax audits and adjudicating more than two million parking tickets each year. Stark also serves as chair of the New York City Retirement System and the Teachers Retirement System."
As hard as I tried..there was absolutely no images of William Mulrow on the web....I googled and yahoo'd with no success...I found a pretty good bio of William on the Paladin Capitol Group Website..........

Mr. Mulrow is a Managing Director of Paladin involved in the sourcing of investment opportunities in the Northeastern Region of the United States with a primary focus in New York State. He is a Director at Citigroup Global Markets, Inc., and previously served as a Managing Director at the investment banking firms of Rothschild Inc. and Donaldson, Lufkin and Jenrette Securities Corporation. He also serves on the Board of Directors of the Hudson Valley Bank and Millbrook Capital Management. In addition to his more than two-decade private sector career on Wall Street, Mr. Mulrow has extensive experience in the public sector. He formerly served as the Chairman of the New York City Rent Guidelines Board and the Westchester County Industrial Development Agency, as well as on the Board of Directors of the Federal Home Loan Bank of New York, the Municipal Assistance Corporation for the City of New York, and the United Nations Development Corporation. Mr. Mulrow also served on the Boards of several academic institutions including the Kennedy School of Government at Harvard University and the Maxwell School for Public Affairs at Syracuse University. Mr. Mulrow is a graduate of the Kennedy School of Government and Yale University.
